Jennings R. "Jim" Skinner Obituary - Visitation & Funeral Information

Jennings Russell “Jim” Skinner, age 79 years, a resident of Elkins passed away Saturday, January 23, 2016 at his home. He was born at Montrose, a son of the late Jennings Newlon and Flossie Etta Skinner. He was a graduate of Elkins High School in 1954. Jim was a Veteran of the United States Army having served from August, 1955 until May of 1958. On May 29, 1959 he was married to the former Evelyn L. Wasmer, who survives. He was a graduate of Davis and Elkins College, having earned a BS in Civil Engineering. Jim worked as an Engineer with the West Virginia Department of Highways, the U. S. Forest Service and for thirty two years, the Bureau of Public Roads/Federal Highway Administration. He retired as the Federal Highway Administration Division Administrator for the State of Florida. Jim received numerous awards including the Secretary’s Award for the Department of Transportation and the Administrator’s Award for the Federal Highway Administration. In 2003, he retired to Elkins. Jim was a member of the First United Methodist Church, Methodist Men’s Group and the BPOE Elks Lodge. Jim is survived by his best friend and wife Evelyn L. Skinner, his son Bradley R. Skinner and wife Michele of Jacksonville, FL, daughter Stephanie L. Skinner and husband Steve Pike of Zachary, Louisiana and son Scott D. Skinner and wife Katherine of Houston, TX. Also surviving are six grandchildren, Danielle, Ashley, Jessica, Brandon, Lily, and Landyn and six step grandchildren. Also surviving is his sister, Barbara J. Morgan and husband Max, sister-in-law Mary Skinner, sister-in-law Deborah E. Keene and husband Bill, and numerous nieces and nephews. Also preceding him in death were his brothers and sisters-in-law, Robert N. Skinner, Donald Skinner, Twila Skinner, William Joe Skinner and Judy Skinner. Jim’s request for cremation was honored. A memorial service will be held at 12:00 pm Saturday, February 6, 2016 at the First United Methodist Church in Elkins. Rev. Dallas Forren and Rev. Dr. Basil A. Hensley will officiate. In lieu of flowers, memorial contributions may be made to the First United Methodist Church General Fund, 315 Kerens Avenue, Elkins, WV 26241 in memory of Mr. Skinner.
